The Rhode Island Intergovernmental Review Process (IGR) provides state, local, and community representatives with an opportunity to review and comment on projects or programs seeking federal financial assistance.  It is designed to assure compliance with applicable State Guide Plan elements, conformance to Local Comprehensive Plans, and to facilitate coordination of programs within the state.  The basis for the IGR is Presidential Executive Order 12372 and Governor's Executive Order 83-11.

Any state agency, local government, or private organization that is seeking federal financial assistance to implement an activity within the State of Rhode Island must submit grant applications for Intergovernmental Review.  Applicants holding grants that are renewed annually must submit Form 424  each year with "continuation" checked under Item 8.  Unless the CFDA number of your grant is on our waiver list, Box A under Item 16 must be checked on all applications.  Some federal programs are exempt from the review process.  In most cases, if a program is eligible for intergovernmental review, that fact will be stated in the federal notice of funding availability.  Requirements of the IGR are also found for individual programs in the Catalog of Federal Domestic Assistance (CFDA) Rhode Island has chosen to exempt some programs from review (RI-IGR Waiver List). Logo of the portable document format (pdf) file 

Applications should be submitted to the Statewide Planning Program prior to submission to the federal funding source.  The submission for review should be as far in advance from the submission to the federal funding agency as is possible. 

The Intergovernmental Review Coordinator, who is the Single Point of Contact (SPOC), reviews the application.  The Coordinator will notify state and local officials, and other agencies or organizations that may be affected by the proposed project.  The agencies and organizations will be given 15 days to provide the Coordinator with written comments concerning the application.

Substantive and/or negative comments may require a conference among the applicant, the respondent and a staff person(s) from the Statewide Planning Program to resolve major points of conflict/disagreements found in the proposed project.  Recommendations are forwarded directly to the federal agency.

All application packages must include the project narrative, Form OMB-SF 424 and, either Form OMB-SF424a (for non- construction projects) or Form OMB-SF 424c (for construction projects).    Construction projects must include a site map.  You can download these forms as interactive Word files.  When completing the forms, the applicant should navigate from field to field using the ‘tab’ key, filling in the information requested.  (Using the cursor to move from field to field is not recommended as it may cause some formatting problems).  The tabbing process will also take you from form to form; tabbing from the last field in Form 424, for example, will take you to the first field in Form 424 a.  Once completed, the forms can be saved as a single file and sent via email as an attachment, along with the project narrative, and the site map (if required) to: Intergovernmental Review Coordinator.   Incomplete applications will be returned.

Applicants should directly contact the appropriate federal funding agency to inquire about eligibility, application procedures, and criteria used to approve grants.  The Intergovernmental Review Coordinator is unable to provide this information.
